Audit Shows Mayville State University Needs Stronger Controls for Waivers
An audit of Mayville State University for the biennium that ended on June 30, 2025, has found opportunities for improvement.
Tuition waivers are being improperly awarded. Both the Cultural Diversity Waiver and Comet Athletic Tuition Waiver did not have evidence that the required approvals were met. During the audit period, $708,955 was awarded to 331 students for both waivers.
Students should not be receiving both waivers, however our team found that 53 students received both waivers for a total of $75,450. E-mail correspondence we reviewed indicated there is a lack of understanding from the athletics department about awarding waivers. Waivers were included in financial aid offers prior to the student applying and being approved. Waivers were also being promised for more than the amount budgeted.
When waivers are issued, the University must find another source of revenue to make up for the tuition that was waived. That may result in the use of general fund appropriations, which means North Dakota taxpayers could be subsidizing tuition.
